Ya for FUNImation's dubb qoutes that make me get ideas while I'm in need of some :3 
As you can tell the first panel this is from the episode Gather for the Tournament. The whole gang is on their way for the world tournament where they will see Goku after 7 years, and while flying Vegeta tells Bulma "I've Ridden galactic slugs faster than this vehicle!"
Now he probably meant that he had rid in ships that fly slow like slugs and is mentioning how slow Bu'ma's ship is comapred to them but its fun to play around with the saying ^^
